A total of 40 senior officers have been moved in the Uganda Prison Service (UPS) reshuffle announced yesterday. The Commissioner of General of Prisons, Dr Johnson Byabashaija, announced the changes in the Service Orders Part II of 2021. He sent seven officers on accumulated leave, appointed 18 while 14 were transferred in the redeployment exercise to streamline service delivery. The UPS publicist, Mr Frank Baine, in an interview yesterday said the move is intended to improve performance of the affected officers. According to the notice, Assistant Commissioner of Prisons (ACP) Stephen Lugonda at Prisons Headquarters was appointed acting Commissioner in the Human Resource Planning and Development while ACP Fred Kajubi Kayongo, the regional prisons commander of Mid-Central Region, was transferred to Prisons Headquarters in the Directorate of Human Resource Management. ACP Kayongo hands over to outgoing Mityana District Prisons Commander (DPC) Senior Superintendent of prison (SSP) Godfrey Obbo, who has been appointed Mid-Central Regional Prisons Commander. Dr Byabashaija’s service order shows that ACP Deogratious Sabba, the Officer in-Charge of Ibuga Prison Farm, proceeds on leave pending retirement upon own request and hands over the station to SSP Godfrey Komakech, who has been appointed the Officer-in-Charge of Ibuga Prison Komakech was the officer-in-charge of Mubuku Prison Farm. Dr Byabashaija said the orders take immediate effect and all leave must be taken outside the duty stations. “The Regional Prisons Commanders, where possible, should supervise the handing and taking over,” Dr Byabashaija said.
